ISP Billing Software in Kenya: What to Look For in 2025

The ISP billing software market has matured significantly in East Africa. Five years ago, most ISPs were on spreadsheets or on European platforms that required significant workarounds for M-Pesa. Today there are several purpose-built options.

Here is what to evaluate before signing any contract.

M-Pesa integration quality

This is the single most important criterion for Kenya. A billing platform without native M-Pesa integration will require you to manually reconcile payments -typically 8–12 hours a month for a 200-subscriber ISP.

Questions to ask: - Does it integrate with M-Pesa C2B via the Safaricom Daraja API? - Does it support both Paybill and Buy Goods (Till)? - Does it handle partial payments correctly? - What is the reconciliation latency? (Under 60 seconds is the target) - Does it have an audit log of all M-Pesa transactions?

MikroTik integration

Most Kenyan ISPs use MikroTik. Your billing platform needs to integrate via the RouterOS API, not scripted Winbox sessions.

  • Does it support multi-router deployments?
  • Does it manage PPPoE secrets natively?
  • Does it support queue management for bandwidth enforcement?
  • Does it support RADIUS for ISPs that have that infrastructure?

Kenya Data Protection Act 2019 compliance

The Kenya DPA 2019 requires that personal data (subscriber names, phone numbers, addresses, payment records) be processed lawfully and stored securely. Ask your vendor:

  • Where is subscriber data stored? (Local region strongly preferred)
  • Do they have row-level security so your data is never accessible to other ISP tenants?
  • Do they provide a Data Processing Agreement?
  • Have they registered as a data processor with the Office of the Data Protection Commissioner?

Local support

A billing platform is operational infrastructure. When it fails at 2am, you need a response. European platforms with no local presence have helpdesks that are closed during East African business hours.

Verify: - Is support available in EAT (UTC+3)? - Is there a local WhatsApp or phone support channel? - What is the average response time for critical issues?

Pricing structure

Billing platforms in Kenya typically price per active subscriber per month, or as a flat monthly fee.

Per-subscriber pricing scales with your growth -you pay more as you earn more. Flat fees favour larger ISPs.

Watch for: minimum monthly fees that are prohibitive for small ISPs, and per-feature add-ons that inflate the total cost.
